Early on in their journey when they fought the sailor guy, they showed that stand users can speak underwater through their stands. If you see them speaking underwater, it's assumed that the sound is actually coming from the stand, even if the user is mouthing the words.

8:00 I'd choose Rocket ship. I love space and also I'd love to experience zero G once in my life. Submarine is cool and all, but it looks like it gets hot and I think you're more likely to experience crashing into something compared to being in space everything is so far a part.

you guys are awesome! btw id rather be in a submarine. since they are both confined and probably would kill you in seconds, at least you wouldnt have to deal with zero gravity and weak muscles you know? some might actually wanna experience it but long term it would eat you up
