Universally considered to be the worst episode of the entire series. You've now seen 7 out of the 10 worst-rated episodes of the show! Funnily enough, this is one of very few episodes that were nominated for an Emmy! This one for "Outstanding Hairstyling for a Series". 😂

You guys are completely correct, Joss Whedon wrote this because there was federal grant money for anti-drinking PSA episodes, so he wrote it for the money. But, being him, he wrote it so ridiculously over the top into campy territory to make himself laugh, but then the government refused the funding because the episode was so ridiculous. Also, it was nominated for an Emmy for Outstanding Hairstyling. And your guys' favorite line is also my favorite line, just because it's so off hand and casual that a guy would have a brother-in-law who's a warlock and it's no big deal to anyone

So if you can’t tell yet, season 4 is hilarious. Not to say there aren’t some really good horror, drama and even experimental episodes, but this is peak Buffy on the comedy front.
