Luffy has survived being underwater for a lot longer. Remember Arlong Park? It took quite a bit for someone to stretch his head up and get his head out of water. It took even longer to resuscitate him. Not to mention the timing of things can be a bit wonky, for all we know Luffy was floating around for seconds before the Heart Pirates found him.

True, true. It’s just, after the insane beatdown he took from Kaido, I’d assume he’d barely have enough stamina as it is, not to mention him being fully submerged in the water sapping even more of his strength. But I guess it checks out if you look at the past🤷

He was already unconscious. It's also, surprisingly, very life-accurate as well, drowning can happen in only a few seconds, dying of drowning can happen in a few minutes to 10-15 minutes. Saying all this took place in one night, & thus Luffy's drowning probably took only a few minutes, there's a solid chance he would've survived in real life as well

Chopper has consistently be extremely naive and easily decieved, its his character. He still believes Usopp has 8000 men under his command everytime he says it and is proven not to. So him reacting bombastically to the news of Luffy being "defeated" kind of falls in line with his character writing.

i will always say the same: Oda writes Onepiece as if it was a dnd game (or baldurs gate for tose who only played that) Each character has a turn (scene) and it last for a few seconds, we as spectators see the scene lasting longer that it actually is, like nami with usopp scene running from big mom, for us is some minutes, for them is like 10 seconds Each ROUND ends when each character has at least 1 turn, but since some scenes involve more than one character, we see some scenes repeating, aka, we see usopp and nami more than we see luffy since is 2 characters, so that scene have 2 turns in one round, and each ROUND is happening at the same time, and each character can move only so far for round, even if when fighting they are super fast, thats why even when luffy and sani are hella fast they move slower between places, and some characters have bonuses in running away, like usopp and nami, who can run faster than bigmom and kaido even when those two fighting can match luffy's speed Thats why the pace is slower when there's a lot of characters, each one needs at least one turn to get the full Round of 10 seconds each I even have a headcanon that one pece is actually a dnd campaign that oda master each week and the timeskip was because they get apart for a while but he get to play with luffy's player and another friend, and some side characters are just players that are guests in the table or that some players use at the same time, like, dressrossa was literally them playing a battel royale, or like buggy, who keep rolling nat20s in impel down in persuasion and deception and now is a warlord but his fight power hasnt incresed since the east blue saga so he is stil like 30mlls beris in raw power (fake it 'till you make it)
